The Society's Council decided at its August 2004 meeting, following a trial period of six months, to continue to make available on the Society's website a copy of the shorthand transcript of the open session of Council meetings. The transcript is reviewed and edited for accuracy and probity before release on the website - a similar approach to that taken by Hansard in publishing transcripts of Parliamentary business.
The publication of the transcripts complements the change to the reporting of Council business in The Pharmaceutical Journal where different topics are presented as separate items and each is given its own headline. This is in contrast to the former way of presenting Council business as one continuous report. Availability of the transcripts is intended to meet the requirements of those members of the Society who wish to have more of the detail of Council meetings.
At the August 2004 meeting, the Council also agreed that the agenda, papers and minutes for the Open sessions of Council should be made available on the Society’s website. This supports the Council’s commitment to openness and transparency in its processes and provides background detail to the Council’s deliberations now accessible in the transcripts.
The agenda, papers and transcripts will all be put on to the website at the same time, usually within two weeks of a Council meeting. The minutes, as formally agreed by the Council, will appear with the agenda for the next meeting. For example the agenda and papers for the August meeting are currently available; the minutes of that meeting will be agreed in October and published with the agenda and papers for the October meeting.
The papers and reports which are prepared for Council consideration can take several forms, for example to give information, to establish or review Society policy, to anticipate or respond to the impact on pharmacy of external forces. The papers may be the result of extensive work by Council Members, Council committees and staff. Successive Councils may have considered items over time, gathering information, reviewing proposals, considering recommendations, etc. Therefore it is important when reading Council papers to be aware that a paper may form one section of a broader picture. Members should also appreciate that the process of decision making is not always to give an immediate response but can be to accumulate information and knowledge and then to take decisions based on this deeper understanding of the issues and impacts.
